The U.S. Congress is the legislative branch of the United States government. It makes the laws which govern the people. It is made up of two houses, the House of Representatives (435 members in 2005, based on population) and the Senate (100 members - two from each state). The powers of Congress are outlined in Article I, section 8, of the Constitution of the United States.
